Background

The Shoemaker Bridge Replacement and Shoreline Drive Realignment will transform an urban freeway corridor into a landscaped local arterial roadway, while serving as a gateway connecting residents and visitors to the Pacific Ocean, local destinations and Downtown Long Beach.

These projects are part of the Elevate ’28 Infrastructure Investment Plan, a historic initiative dedicated to enhancing Long Beach parks, community facilities, mobility access and streets. Learn more at lbelevate28.com.

Shoemaker Bridge Replacement

Shoemaker Bridge was built in 1954 and has since served as one of the main routes connecting Interstate 710 and surrounding communities to Downtown Long Beach. Today, the bridge’s outdated design, including sharp curves on the I-710 on and off ramps, aging deck, and other nonstandard features present safety issues, high accident rates and overall structural deficiencies.

The City of Long Beach will construct a new, state-of-the-art bridge to improve safety, meet current Highway Capacity Manual design standards, increase neighborhood connectivity and meet growing traffic demand. The new bridge will be located south of the current location, featuring an elevated roundabout at the eastern end, to connecting 7th Street and Shoreline Drive.

Shoreline Drive Realignment

To accommodate the new Shoemaker Bridge location, Shoreline Drive will be realigned. Northbound Shoreline Drive will be removed from its current location, converting approximately 5.6 acres of existing roadway to park space at Cesar E. Chavez Park. Southbound Shoreline Drive will be widened to allow two-way traffic between Ocean Boulevard and 7th Street. Both the new bridge and realigned Shoreline Drive will also include bike and pedestrian infrastructure, supporting multimodal transportation and further connecting communities on either side of I-710.

Objectives

Shoreline Drive Realignment

  • Restore access to open space in downtown Long Beach
  • Revitalize adjacent streets and neighborhoods
  • Enhance the safety and accessibility of Shoreline Drive by reducing speeds and improving roadway lighting
  • Introduce pedestrian and bicycle infrastructure
  • Prepare the roads and area for the Shoemaker Bridge Replacement

  • Construct a bridge and highway facility that meets current structural and geometric design standards
  • Improve traffic safety
  • Create a structure compatible with planned downtown development projects
  • Improve multimodal safety, operations and connectivity between downtown Long Beach, regional transportation facilities and adjacent recreational areas
  • Accommodate planned improvements in the area, such as the City’s planned improvements to Cesar E. Chavez and Drake Parks

Project Features

  • Realignment of Shoreline Drive to make connection to the new Shoemaker Bridge possible and increase usable open space
  • Shoemaker Bridge replacement with an updated design, protected bike and pedestrian paths, and an observation deck/vista point on its south side
  • New roundabout to connect Shoreline Drive, 7th Street and the new bridge while managing traffic coming on and off 1-710
  • New, controlled intersection on West Shoreline Drive at the terminus of West Broadway
  • Removal of the existing loop ramp connector between northbound Shoreline Drive and Ocean Boulevard
  • Removal of 3rd Street access to Shoreline Drive and I-710
  • Transformation of 6th Street from a freeway offramp to a complete street ending in Cesar Chavez Park
  • Conversion of 7th Street to a two-way street with access to the new roundabout and bridge to I-710
  • New stormwater pump station connected to LB-MUST & Wetlands for sustainable runoff management
  • New signalized intersections, upgraded existing signalized intersections and an expanded fiber-optic ITS network to support safe, reliable travel along Shoreline Drive, 3rd Street and Broadway
  • Accessible & larger park space at Cesar Chavez Park, including 525 trees planted to replace 179 trees that are removed

Project Funding

Shoreline Drive Realignment

The Shoreline Drive Realignment is funded by a total of 73.7 million, through local sources, an LA Metro Measure R Expenditure Plan grant and a USDOT Reconnecting Communities Pilot grant. Local finding sources include the Long Beach Gas User Utility Tax, Measure A, the Transportation Development Act (TDA) and Transportation Management Plan (TMP).                   

Shoremaker Bridge Replacement

The Shoemaker Bridge Replacement will cost approximately $900 million, with funding in part from LA Metro’s Measure R Expenditure Plan and the State Transportation Improvement Program (STIP) grants, along with other funds with pending sources.

Project Updates

 
  • September 2024

    Northbound lanes of the Shoemaker Bridge will temporarily close for repairs on September 28 and 29, 2024 (Saturday and Sunday) which will result in changes to nearby roadways and freeway on-ramps connecting downtown Long Beach and the Port to the 710 Freeway.


    The repair work is scheduled to take place from 5:00 a.m. to 10:00 p.m. on both days, which sustained damage when trucks carrying cargo struck the underside of the bridge in January.

    During scheduled repair hours on both days, Ocean Boulevard, Third Street, and Seventh Street ramps will be closed. Motorists traveling from downtown Long Beach traveling are advised to access the northbound 710 Freeway via Anaheim Street.   • July 2024 Update

    A repair project scheduled for August 3 and 4, 2024 (Saturday and Sunday) will take place on the Shoemaker Bridge which will result in changes to access routes for the northbound 710 Freeway from downtown Long Beach and the Port area.

    The repair work is scheduled to take place from 5 a.m. to 10 p.m. on both days underneath the Shoemaker Bridge, which sustained damage when trucks carrying cargo struck the span in recent months. Crews will assess the steel framing of the bridge to determine necessary replacements at a later date.

    As northbound lanes on Shoemaker Bridge will be closed, motorists traveling from downtown Long Beach are advised to access the northbound I-710 via Anaheim Street. Please note that the Ocean Boulevard, Third Street, and Seventh Street ramps will be closed.   • November 2023

    The City of Long Beach is hosting an in-person community meeting to provide a comprehensive overview of the project on Saturday, December 9, 2023 from noon to 2:00 p.m. at the Jenny Oropeza Community Center at Cesar Chavez Park (401 Golden Avenue). Notable project updates such as the proposed bridge design, project funding, and estimated construction timeline will be shared during the community meeting. Additionally, information about substantiative projects in the area like the Shoreline Drive Realignment and Long Beach Municipal Urban Stormwater Treatment (LB-MUST) projects will also be discussed.
